HISTORY. The Winterhilfswerk or Winter Help Work (WHW) was a winter relief charity program started in 1931 in response to the depression. In 1933 Hitler made it an official Nazi program. The pins, badges and small play toys were handed out to those who donated and proudly wore letting everyone know they supported the Winter Relief Program that year.

These military type toys became very popular in the mid 1930s, as Germany grew their military well above the limits set in the Treaty of Versailles.
